Goals and Objectives of PCEMPC

The primary goals and objectives of the PCEMPC are to help improve the quality of life of its members and thereby contribute to inclusive growth, enterprise development and employment.

  1. To attains increased income, savings, investments, productivity, purchasing power, and promotes among themselves equitable distribution of net surplus through maximum utilization of economies of scale, cost-sharing, and risk-sharing.
  2. Provide optimum social and economic benefits to its members;
  3. To teach members efficient ways of doing things in a cooperative manner;
  4. To propagate cooperative practices and innovative ideas in a business undertaking and management;
  5. Empower through provisions, ownership, control, and opportunities to the poor, vulnerable, lower-income and less privileged group to increase their ownership in the wealth of the nation;
  6. Actively support the government, other cooperatives, and people-oriented organizations, both local and foreign, in promoting cooperatives as a practical means towards sustainable socio-economic development under a truly and democratic society;
  7. To develop a dynamic savings mobilization and capital build-up schemes to sustain its developmental activities and long-term investments, thereby ensuring optimum economic benefits to the members, their families, and the communities.
  8. To adopt a membership expansion mechanism/scheme, thereby ensuring the growth of the cooperative movements.
  9. Implement policy guidelines that will ensure transparency, accountability and equitable access to its resources and services, and promote the interests of the members;
  10. To adopt such other plans as may help foster the welfare of the members, their families, and the community.
  11. To advance the competitiveness and innovativeness of the industry;
  12. Coordinate with other cooperatives on learning exchanges, coop-trade, and information exchanges in fostering sustainable development.
  13. To advocate the legal framework and enabling policies appropriate for the development of agriculture cooperative; and
  14. To be the voice and the institute of the poor and the excluded in resisting the growth-centered development aggression and instead promote people-centered development.


Palayan City Employees Cooperative was established in March 1993. The cooperative had 53 initial members coming from the local government of Palayan City. It had implemented short term loans for its members to increase its capital. Moreover, the cooperative put up a variety store to intensify its revenue. Similarly, the cooperative was able to construct its own canteen located at Palayan City Hall compound due to the growth of its capital. The cooperative managed to attract 308 employees in 2003 because of its continuous achievements and robust organization.

Today, the cooperative firmly believes that it is their oath to safeguard the interest of its members. Likewise, it is their obligation to extended their assistance to the community. As you would expect, they have been involved in several outreach programs since the beginning of their journey.


The cooperative these days offer 3 kinds of services; rental of function hall, canteen & catering services and grocery.

Its function hall entices authorities and experts. Its professional ambiance lures potential customers. Furthermore, sumptuous food of the cooperative seduces clients. As a result, more customers avail of this type of service. Likewise, the cooperative’s grocery offers a variety of goods and basic commodities.
